Even though it is known as a sacred "city," it is rather urban. This presents an amazing opportunity to experience village life and to meet some of the "genuine" people who live in Rajasthan.
Gipsy tribes, colorful saris, anklets, bangles, and turbans are also thrown in there. It is a rather tiny area, so you don't need an exact plan here; instead, you can go with the flow and discover the wonderful hospitality that Pushkar offers.
